业主、施工方、监理方的合作、诚信、德业共勉,是电子政务工程得以顺利实施,并确保实施质量的基础。作为业主一方,本文作者所处的地位带有相当的普遍性,因而其真切的感受也就反映了业界一种共同的声音。的确,对于今天的电子政务热潮,应该说不仅是我们的应用方在思想观念、工作方式,尤其是人才方面缺乏准备,就是IT业界,也同样是仓促上阵。毕竟,面对全球化的压力,要实现“跨越式发展”,时不我待。但面对据说超过10000亿的电子政务市场,如何使之避免泡沫化,避免豆腐渣工程,从而保证各方,包括IT方面的长期持续发展,还真是需要业界认真思考、对待的问题。对于业主来说,缺乏IT技术人才,与实施方处于信息不对称的位置,这是一个基本的事实。因此,不仅需要从制度上建立公开、公平、公正的机制,例如实行公开招投标、引入监理方等,而且更需要当事各方秉持本文作者所说的象“军人”那样的精神和风格。具体说,对政府而言,“全心全意为人民服务”的教导是时时要牢记的;对企业而言,用户至上、为用户服务的商业理念也是企业成功的不二法门。这不是空谈,阅尽人间“泡沫”、“假冒伪劣”、“财务丑闻”、“腐败”的人们都知道服务、诚信之可贵,都需要德业共勉。

After all, in the face of the pressure of globalization, it is not too late to achieve “leapfrog development.” However, facing the e-government market, which is said to exceed 1,000 billion, it is really a matter for the industry to seriously consider and treat the problem of how to prevent bubbles and avoid rubbish construction so as to ensure the long-term sustainable development of all parties, including IT. For the owners, the lack of IT technical personnel, and the implementation of the information asymmetry in the position, which is a basic fact. Therefore, it is not only necessary to establish an open, fair and equitable mechanism from the system, such as the implementation of open bidding and the introduction of supervisors. It also requires the parties concerned to uphold the spirit and style of what the authors call “military personnel.” To be specific, for the government, the teaching of “serving the people wholeheartedly” should always be kept in mind. For the enterprise, the business philosophy of “customer first” and “customer service” is also the only way for a company to succeed. This is not empty talk, people who read the world’s “bubble”, “fake and shoddy”, “financial scandal” and “corruption” all know that service and good faith are valuable and all need German industry to encourage each other.
