思想教育作为一种实践活动,对它的评价应该是管理学和社会学双重标准的统一,也就是要坚持目标标准和社会效果标准的统一。而在具体的操作层次上,又必须在这两重标准的原则指导下制定出具体的评价指标体系。评价过程分为“测”和“评”两个环节。在大多数情况下,二者不能合一。此时,是“解释”而不是“测量”决定了评价的结果。评价分数偶像化是目前实践中比较普遍的倾向,不利于发挥评价的教育作用。而思想教育测评的教育意义,必须依赖于测评的全过程才能体现。其中最重要的就是评价指标体系的内容设计和权重分配。
