有化學武器,就有化學戰威脅經過24年的艱苦談判,第47届聯合國大會終於在1992年11月30日一致通過了《禁止化學武器公約》的文本。1993年1月13日~15日在巴黎對《公約》進行公開簽署,有130個國家在《公約》上簽字。根據規定,《公約》必須得到65個國家的議會批准,並在簽字儀式舉行兩年之後才能生效。《公約》規定,擁有化學武器的國家承擔銷毁一切化學武器及其生產設施的責任,銷毁期限為10年,最長不得超過15年。每個締約國承擔責任,在任何情况下不生產、不使用化學
With chemical weapons, there have been 24 years of arduous negotiations on the threat of chemical warfare. The 47th UN General Assembly finally passed the “Chemical Weapons Convention” on November 30, 1992 unanimously. The Convention was openly signed in Paris from January 13 to January 15, 1993, with 130 countries signing the Convention. According to the regulations, the Convention must be approved by the parliaments of 65 countries and take effect two years after the signing ceremony. The Convention stipulates that countries possessing chemical weapons bear the responsibility of destroying all chemical weapons and their production facilities for a period of 10 years and a maximum of 15 years. Each State Party assumes responsibility and in no circumstances does it produce and does not use chemicals
