针对电力普遍服务在实施过程中存在的公平与效率的矛盾,分别运用古诺模型和垄断市场理论,对高、低成本地区均衡电价和均衡电量进行了分析,并以总剩余理论建立了两地区的福利函数,比较了统一定价和公开招标机制实施前后电价、电量和福利状况的变化。结果表明,统一定价和公开招标机制可降低偏远地区电价、增加电能供应量,且根据企业利润差额对承担偏远地区电力普遍服务项目的企业进行补偿,可支持偏远地区电力建设,从而在公平前提下提高效率和社会整体福利水平。
According to the contradiction between fairness and efficiency in the implementation of universal service for electric power, this paper analyzes the equilibrium electricity price and equilibrium electricity consumption in high and low cost areas respectively using Cournot model and monopolistic market theory. Based on the total surplus theory, two regions Welfare function, compares the changes of the electricity price, power consumption and welfare before and after the implementation of the unified pricing and open bidding mechanism. The results show that the unified pricing and open bidding mechanism can reduce power prices in remote areas and increase the supply of electricity, and compensate enterprises undertaking universal service projects in remote areas according to the profit margin of enterprises to support power construction in remote areas, so as to be fair under the premise Improve efficiency and social welfare as a whole.
