党的十七大以来,各地各部门按照中央的要求和部署,认真落实党管人才原则,完善领导体制和工作机制,创新工作方式方法,积极构建党管人才工作格局,促进人才工作水平不断提高。建立健全人才工作领导体制和运行机制。各级党委切实加强对人才工作的统一领导,目前,31个省区市和15个副省级城市全部成立了人才工作领导或协调小组,99.8%的地市级和98.6%的县级党委设立了人才工作领导机构。中央人才工作协调小组20个成员单位中,已有16个单位建立人才工作领导机构。
