众所周知,军事领域内能够实施准确无误的侦测、监听手机通信讯号的装备,主要有电子侦察卫星及其地面接收站。自1962年5月,发射世界上第一颗电子侦察卫星以来,美国至今已发展了低轨道、地球静止轨道和大椭圆轨道卫星等五代电子侦察卫星,这些侦察卫星不仅功能齐全、寿命长、实时性强、适应范围广,而且星上电子侦察设备的信号处理能力与处理速度极强,并具有优异的抗干扰能力、变轨能力及抗摧毁能力。为配合卫星监视行动,美国还与盟友们建立了2000多个监听站,形成了覆盖全球的通信监听系统。通过遍布世界各个角落的监听网络,可以对全球通讯系统进行适时监听和控制。也就是说,人们每一次使用手机,都要经过美方的“过滤”。
