中国国企的高薪问题长期引起社会诸多关注,国企系统性的高薪究其实质是隐性腐败的一种外在表现形式,其根本原因在于国企在经营过程中自身具有的公共性权力的滥用。这种国企公权的滥用假借自由市场分配的外在形式,使依托于公共性权力的高薪表现出市场化分配的特征,形成“合法薪酬腐败”。只有厘清国有企业中的公共性权力与市场权力二者的界限,并在对国有企业运作体制的顶层设计中作以相应的职位责任与分配规治的制度安排,才是破解此类困局之道。
The high salary of Chinese state-owned enterprises has aroused much attention in the society for a long time. The essence of the systematic high-pay of state-owned enterprises is an external manifestation of hidden corruption. The fundamental reason lies in the abusiveness of the public power owned by the state-owned enterprises in their operation. This abuse of public power of State-owned enterprises fakes under the guise of the external form of free market allocation and enables the high salaries relying on public power to show the characteristics of market-oriented distribution and form a “legal pay corruption.” Only by clarifying the boundary between the public power and the market power in the state-owned enterprises and making the institutional arrangements of the corresponding posts responsibility and distribution regulation in the top-level design of the state-owned enterprises’ operation system is the only way to solve such dilemmas Road.
