从国内外收费公路发展的实践看,收费公路可以发展,但面不能太宽,只能在一些交通量大、效益好的高速公路、独立特大桥梁和长大隧道,才适用于这种方式。如果在一些交通量不大的低等级公路上也搞贷款修路,不仅还贷不可能,连还利息都困难,还会造成公路上收费站卡林立,影响道路畅通,是得不偿失的,必须加以限制。否则,一项好筹资政策,会因运用不当而被毁。所以,目前虽有不少国家有了收费公路,但它在全国公路网中所占的比重是很小的,而且都只是把它作为解决公路
