钢铁工业余能利用的指导思想,首先应该是减少工艺本身的加热工序及耗热量,改革工艺操作,以提高炼钢工序及其前后工序的能源综合利用效率,其次才是将废热返回到生产工序中预热原料、燃料与助燃空气以减少输入能量,最后才从余热中回收蒸气及用蒸气发电。而且由废热中回收蒸气热水等余能时,不应忘记“只有按照所需的热能供应用户才能产生价值”这一原则。如有些炼钢厂转炉废热锅炉及平炉汽化冷却产生的蒸气大部分放散不用,这就不能说是余能的真正有效利用。关于余能的概念目前也尚有一些不同理
