随着全球气候变暖,极端天气气候事件频发,气象应急管理工作越来越复杂和重要。近年来,中国气象局从实际情况出发,高度重视应急管理工作,围绕“一案三制”建设,扎实、稳步推进气象应急管理工作。随着我国社会经济的快速发展,经济总量的不断增加,气象灾害造成的损失总量越来越大,每年达2 000亿元人民币,约占GDP的1%～3%。随着全球气候变暖,极端天气气候事件频发,气象应急管理工作越来越复杂和重要。2008年
