1993年2月18日到21日全路工务工作会议在天津召开,石希玉副部长和华茂昆总调度长,分别在开幕和闭幕时到会作了重要讲话,给与会者极大的鼓舞。会议总结了1992年全路工务工作,贯彻落实全路领导会议、运输安全工作会议和科技工作会议精神,安排了1993年工务重点工作,并认真讨论了“1990～2000年铁路工务主要技术政策”和“铁路工务‘九五’规划设想”。会上还邀请有关专家作了工务工作如何适应铁路重载、高速的运输发展的技术报告。会议提出了“八五”后3年的工作部署:(1)加快工务
