阐述了煤炭矿区利用低热值煤发电的合理性与必要性,介绍了煤炭系统低热值煤发电技术的发展情况,分析了低热值煤发电的宏观经济效益和企业经济效益,认为煤矿应将建好矿区电网、找好办电水源、考虑发电供电成本和灰渣的综合利用4个问题作为办低热值煤电站的条件,提出煤矿办电要立足于自行解决矿区电源,要建设自成体系的内部电网、解决过网送电的问题。讨论了电站规模与技术主攻方向,建议采用煤泥、煤矸石混合床流态化燃烧和更换现有中低压机组锅炉。
