异地歧视对我国农村剩余劳动力的流动趋向和企业效益已经产生了重要影响,然而异地歧视通常隐藏于城乡歧视中,不易分辨。引发异地歧视的主要原因包括:雇佣信息成本高、社会网络关系不对称、业主歧视偏好、民工流动性强、社会以偏概全的认识倾向和根深蒂固的社会排外心理等。要消除异地歧视需着力做好如下工作:一是规范劳动力市场,打破城市劳动力市场分割的局面,完善就业服务体系;二是创新外来民工的保障体制,保证各种民工保护法规的切实执行;三是探索外来民工管理的新形式,并通过广泛的社会宣传和基层教育来创造和谐氛围,使社会平等观深入人心;四是提高民工自身素质,增加对外来民工的人力资本投资,提高民工的行业技能;五是着重实施外来民工本地化战略。
Off-site discrimination has an important impact on the flow of rural surplus labor and the efficiency of enterprises in China. In order to eliminate discrimination in different places, efforts should be made to do the following work: First, to standardize the labor market, break down the urban labor market segmentation and improve the employment service system; second, to innovate the guarantee system for migrant workers and guarantee the effective implementation of laws and regulations for the protection of migrant workers; Is to explore new forms of migrant workers management and create a harmonious atmosphere through a wide range of publicity and education at the grassroots level, so that the concept of social equality deep into the hearts of people; Fourth, improve their own quality of migrant workers to increase labor force migrant workers to invest in foreign investment to improve migrant workers in the industry Skills; Fifth, focus on the implementation of migrant workers localization strategy.
