《福布斯》发布了“全球2005税务负担指数”,将中国税务负担排在了全球第二高的位置,其计算方法受到了国内专家的普遍质疑。有人认为,中国税负指数高的一个重要原因是,中国的财政收入增长速度两年来一直高于GDP增长速度,而没有税费的扩展不可能出现这种情况。相关数据表明,2003年在GDP增长8.5%的背景下,全国税收收入增长了20.3%;2004年,全国税收收入增长达到25.7%,而GDP同比增幅为9.5%,税收增幅相当于GDP增幅的2.5倍。从老百姓的接受角度来看,“每个月你要交多少税?”,“你能算出你的一生大致能交多少税吗?”这两个问题对于大多数中国人来说还是一个模糊的概念,甚至很多人在回答自己税费的问题时还有些讳莫如深的意味,几乎每一个被采访者都要求记者不要透露其真实的姓名。
Forbes released the Global 2005 Tax Burden Index, ranking China’s tax burden the second highest in the world. The calculation method has been widely questioned by domestic experts. Some people think that one of the important reasons for the high tax burden in China is that China’s fiscal revenue growth rate has been higher than the GDP growth rate in two years, but no expansion of taxes and fees can not be the case. Relevant statistics show that in 2003, in the context of GDP growth of 8.5%, the national tax revenue increased by 20.3%. In 2004, the national tax revenue increased by 25.7% while that of GDP increased by 9.5%.
