乾隆五十八年(1793年),英王乔治三世派遣使臣马嘎尔尼(GeorgeViscount Macartney)前来我国,一则庆贺清高宗八十二寿辰,二则商谈贸易等事宜。英王乔治三世为此行筹办了珍贵的礼物,委托马嘎尔尼大使奉献给清高宗。英国使团约有95名成员,分别搭乘“汉多斯坦(Hindostan)号和“狮子”号(Lion)船,历时一年左右,于1793年7月29日抵达天津港。这时,天津道早已准备了40艘船舶,拟将礼物经由大运河运至通州,然后“欲于通州起旱”,这样“不特行程安适,且运送贡礼一切亦俱省便”。7月30日,马嘎尔尼大使在天津奉呈礼单,上面写道,“英吉利国王欲表明国王诚心贵重及尊敬天朝大皇帝无窮之大
