无论什么社会制度,只要有人群,就会有犯罪。用美国话来讲,犯罪“同死亡和税收一样是生活中不可避免的”。但是到21世纪,技术的进步和新的罪犯管理方法将能够有效地减少街头犯罪——一些最令市民恐惧的偷窃和暴力罪行等。信息技术、医药、新材料和其他很多高技术领域的突破对制止犯罪和公正审判将具有很重要的意义. 美国司法部的调查表明,80年代美国的犯罪率明显下降。与家庭纠纷有关的犯罪,由1975年占犯罪总数的1/3下降到1990年的1/4。但是,少数几类暴力犯罪却增加了。今日的美国,监狱人满为患;人们对犯罪——特别是暴力犯罪的恐惧还在继续增加。
No matter what social system, as long as there are people, there will be a crime. In American words, crime is “life’s inevitable, just as death and tax.” But by the 21st century, advances in technology and new ways of managing criminals will be able to effectively reduce street crime - some of the most atrocities and violent crimes that citizens fear. Breakthroughs in information technology, medicine, new materials and many other high-tech fields will be of great importance to stopping crime and fair trial, and a survey conducted by the U.S. Department of Justice shows that the crime rate in the United States in the 1980s dropped significantly. Crimes related to family disputes dropped from one third of the total crime in 1975 to one quarter of 1990. However, a few types of violent crimes have increased. In today’s United States, prisons are overcrowded and people’s fear of crimes, especially violent crimes, continues to grow.
