《论语·泰伯》有“子曰:‘民可使由之,不可使知之’”一章,大意是:可以要老百姓跟着走,不一定要老百姓知道这是为什么。然而,自古以来对这句话的解释却人云人殊。近代以来,“使由使知”的论辩更是被推向了“愚民”或“民主”的两极之争。1913年,严复在一次讲演中以“民可使由之,不可使知之”为题,就是对当时这一争鸣的回应。他借解读孔子“使由使知”之义,阐发了法律、宗教和道德对于治世治道的意义。这次演讲发生在严复思想的转折时期,后世往往将这一阶段的严复评
