如何促进就业,特别是促进下岗失业人员的再就业,已经成为社会各界普遍关注的问题。“十五”计划《纲要》提出,要引导劳动者转变就业观念,采取非全日制就业、季节性就业等灵活多样的就业形式,提倡自主就业。这一要求对扩大就业具有重要的指导作用。面对中国这样一个劳动力人口众多的国家,仅靠发展国有、集体等正规部门解决就业问题已经难以满足就业的需要,必须从实际出发,借鉴国际经验,发展多种灵活的就业形式,开发非正规部门就业渠道。
How to promote employment, especially the promotion of reemployment of laid-off and unemployed people, has become a widespread concern of all sectors of society. The “Outline for the 10th Five-Year Plan” put forward that workers should be guided to change their employment concepts, adopt flexible and varied employment forms such as part-time employment and seasonal employment, and promote self-employment. This requirement plays an important guiding role in expanding employment. Faced with such a labor force with a large population in China, it is hard to meet employment needs only by developing state-owned and collective formal sector employment issues. We must learn from international experience, develop a variety of flexible forms of employment, and develop informal Departmental employment channels.
