在提高广大干部群众认识的基础上,1988年9月初,县委、县政府又一次召开了全县教育工作会议,进一步明确了地方教育的办学方向,提出了深化教育改革的指导思想和配套方案。经过充分酝酿和讨论,通过并下发了《中卫县深化教育改革方案》。这个改革方案的管理体制部分,初步明确了县、乡、村“分级办学,分级管理”的范围与职责。1989年6月全县教育工作会议上又讨论通过了《中卫县关于分级办学,分级管理的实施细则》,把“分级办学、分级管理”完全纳入全县深化教育改革的轨道。 为了确保“分级办学、分级管理”体制的实行,加强对这项工作的领导,县委、人大、政府、政协四套班子都明确了主管教育的领导,县政府除了一位副县长主管教育外,县长还负责对教育工作的全面领导。根据我县教育工作面广、人多、任务重的实际情况,县委、县政府还为教育局增加了职数,由原来的3职增为4职。我们还在各乡(镇)设立了教育办公室,配备3-5名工作人员,由主管教育的乡(镇)长或党委书记兼办公室主任,除了教育行政部门每年两次定期检查外,县上各套班子在
