本文根据“两个转变”的根本要求，提出了创建高新区二次创业的十大优势战略构想。（１）总体规划：建设新城区；（２）发展方向：创建大产业；（３）产业结构：形成支柱产业基地；（４）管理体制：规范内部管理；（５）管理职能：实现综合管理；（６）微观机制：实行“六化”发展机制；（７）根本动力：由系统内部推动；（８）支撑体系：健全市场支撑体系；（９）建设资金：开辟地方政府投入渠道；（１０）园区地位：确立法律地位
Based on the fundamental requirement of “two transformations”, this paper proposes ten superior strategic concepts for establishing a second pioneering venture in high-tech zones.
