朱总理在一次管理科学发展研讨会上曾经指出:“当前国有企业的困难,一个重要原因是企业管理不善。”“今天到了要大力提倡改善中国的管理和发展中国的管理科学的时候了。”1998年春,宋培凯任中国长城铝业公司总经理后,实施管理创新,借鉴邯钢经验,结合本单位实际,把对二级单位和部室的4579项责任指标通过层层分解形成自上而下,自下而上的责任包保体系,推行全员目标管理新模式,创出了具有长铝特色的激励与约束相结合的综合管理机制。
