传统的社会保障制度一直由政府部门集中管理,以确保制度实施过程的公平。但这种公营型制度维持到现在,其低效性已经受到了广泛的批评,而且更重要的是人口老龄化危机已经动摇这种公营型制度的根基,改革势在必行。本文分析了社会保障制度改革的必然性和其具有的功能,论述了社会保障私有化的合理性、可行性及面临的问题。
The traditional social security system has been centrally managed by government departments to ensure the fairness of the system implementation process. However, the inefficiency of this public-owned system has been widely criticized up to now, and more importantly, the crisis of the aging population has shaken the foundation of this public-owned system and reform is imperative. This article analyzes the inevitability and functions of the social security system reform, discusses the rationality, feasibility and problems of the privatization of social security.
