在1990年4月召开的全国重点建设工作会议上,首次提出并决定对国家重点建设项目进行后评价。随后,国家计委在京召开了国家重点建设项目后评价工作会议,对十四个重点建设项目的后评价工作进行了部署。兖州矿务局的鲍店矿井被列为煤炭行业第一个后评价项目;兴隆庄选煤厂经主管部门同意,也列入后评价计划,与鲍店矿井的后评价同时进行。经过七个多月的紧张工作,于1990年10月完成了这两个项目的自我评价阶段的工作,分别提出了两个项目的《后评价报告》。同年12月17～22日,受国家计委的委托,中国国际工程咨询公司邀请了十几位专家,与能源部、中国统配煤矿总公司、山东省煤炭公
At the national key construction work conference held in April 1990, it was the first time that a post evaluation of key national construction projects be made and decided.
