北大经济学院副院长郑学益教授介绍,项目管理是以科学、合理、系统的思想方法,通过对项目资源(技术和人力)的有效计划、组合、引导和控制,达到在规定的时间、预算和质量目标内实现整个项目的预期效果。这种先进的管理模式,以其极强的实践性和追求高效率的显著优势,已在美国等发达国家被广泛应用于政府机构的行政管理及航空、建筑、工商、金融、信息等产业的核心部门。据美国的一项有关项目管理的量化研究称,仅以避免项目在超支、延时方面造成的损失计,就可使完成项目的工作效率提高20％～30％。
