通过网上浏览,一个年轻人完全有可能学会怎样制造一枚小型原子弹,怎样策划谋杀;而且在学会之后,他还有可能动手去于。显然,许多青年学生有能力获取信息,却不完全了解自己的社会责任。以上的例子,是保加利亚哲学家、前总统杰里奥·查雷夫提出来的。学者们以“新的社会契约与人人终生受教育:向知识社会迈进”为题展开了讨论,杰里奥·查雷夫提出的例子,成了辩论的核心问题。计算机的普及,因特网的广泛使用,使得人们有可能无限制地获取信息。人们应当学会如何在信息的海洋中扬帆;而且如果想使社会不平不再扩大,人们就要尽可能获取知识。
Through the Internet browsing, a young man is entirely possible to learn how to make a small atomic bomb, how to plan murder; and after learning, he may also be able to go. Obviously, many young students have the ability to obtain information, but do not fully understand their social responsibilities. The above example was made by the Bulgarian philosopher and former President Jalio Charif. Scholars started discussions on the topic of “New Social Contract and Life-long Education for All: Moving Toward a Knowledge Society,” and the example proposed by Jarrell Charif has become a core issue of debate. The popularity of computers and the widespread use of the Internet make it possible to obtain information without any restrictions. People should learn how to sail in the ocean of information; and if they want to make social inequality no longer widen, people should acquire knowledge as much as possible.
