本文以当前开展的“三严三实”专题教育活动为背景,结合甘肃省情,以党课辅导报告为指导,在深入理解其中对“三严三实”的内涵解读的基础上,对照其中提出的“不严不实”的具体表现,将“三严三实”专题教育活动细化分解为可量化测评的具象指标,分类汇总形成指标大库,再以指标筛选、权重确定、实证检验等方式构建科学的测评指标体系,用以评价专题教育活动的开展成效.通过测评既可实现组织间排序功能,以甄别各行政机关开展专题教育活动成效的优劣,更重要的是通过该体系实现诊断功能,确定专题活动开展过程中存在的问题,以及时作出调整修正,更好地推动活动的有效开展.
Based on the current “Three Strictnesses and Three Truths” special education activities, combined with Gansu Province’s affection and guided by the guidance of the Party class counseling, based on the deep understanding of the connotation of “Three Strictness and Three Truths” , Contrasting the concrete manifestations of “unscrupulousness” put forward therein, decomposing the “three rigorous and trivial” special education activities into specific indicators of quantifiable evaluation, forming a large group of indicators according to categories and summarizing them, Screening, weight determination, empirical tests and other means to build a scientific evaluation index system to evaluate the effectiveness of thematic education activities.Evaluation can not only achieve the inter-organizational sorting function to identify the advantages and disadvantages of the effectiveness of the various educational agencies to carry out special education activities, What is more important is to realize the diagnosis function through this system, to determine the problems in the process of carrying out the special activities and to make timely adjustments and amendments so as to better promote the effective implementation of the activities.
