自2003年“非典”时期以来,行政问责制已经成为我国政府体制创新的一项新举措,从中央到地方不断加快推进问责制的制度化建设。从全国范围来看,推行行政问责制取得了一定的成效。但我国推行行政问责制还处于起步阶段,各地发展很不平衡,有些地方抓的比较早,措施和制度比较完善,也有些地方相对滞后。一、我国实施行政问责制存在的问题1.问责主体不明确,异体问责相对薄弱。我国现行行政问责主要是同体问责,几乎全部是由上级政府或党组织促成
