针对我国现行的大坝应急响应体系的特点,提出了一种能够在应急事件发生前、中、后三个阶段实现全过程管理的解决方案,并基于3D公共作业平台开发实现原型系统。实际运行结果表明,该方案能够在应急事件管理和处置的各个阶段,从预案演练、物资准备、预案施行、态势掌控、总结分析等方面有效地为国家、流域、省市、现场管理单位等不同层级的应急响应相关方提供管理、执行和决策支持,不仅有效提升了应急事件响应管理的粒度和效率,且实现了多层级间的协同联动。
According to the characteristics of the current dam emergency response system in our country, a solution to achieve the whole process management in the three phases before, during and after the emergency is put forward, and the prototype system is developed based on the 3D public workbench. The actual operation results show that the scheme can effectively control the emergency management and disposal at different stages of emergency management and disposal from the aspects of pre-plan exercise, material preparation, pre-plan implementation, situation control and summary analysis, etc. The level of emergency response stakeholders to provide management, implementation and decision support, not only effectively enhance the emergency response management granularity and efficiency, and to achieve a multi-level collaboration between synergies.
