辽宁日报副总编辑谢怀基同志在1987年岁末谈到报纸改革时说,赵紫阳同志在党的十三大报告中关于通过各种现代化的新闻和宣传工具,增加对政务和党务活动的报道,发挥舆论监督的作用以及提高领导机关活动的开放程度,重大情况让人民知道,重大问题经人民讨论等内容,给新闻改革指明了方向。即:一,报纸的宣传要体现更加开放的精神,凡是能公开的都要公开报道;二,要体现更加民主的精神,允许在报纸上发表不同的意见,以便更好地集思广益,发挥人民群众的积极性;三,加强舆论监督,和一切不利于四化建设的行为作斗争。这些,应该成为新闻改革的近期目标。至于新闻体制如何改革,新闻政策如何调整,新闻法制如何确立,可作为地方报纸稍远一些时候的改革目标,充分进行探索和研究。 Comrade Xie Huaiji, deputy editor-in-chief of Liaoning Daily, referring to the newspaper reform at the end of 1987 said Comrade Zhao Ziyang said in the 13th CPC National Congress report about increasing reporting on government affairs and party activities through various modern news and propaganda tools, Give play to the role of public opinion supervision and the opening up of the activities of the leading organs.
