每月工资6500元,一年发16个月的工资,外加年终奖和两份商业保险。这是某市一位电厂抄表工的真实收入状况。虽然他所在的电厂已经倒闭,但这不妨碍他领取10万元年薪。而他所需要做的,只是一天抄四次电表。《(第一财经日报》6月26日)自《第一财经日报》“电厂抄表工年薪10万”的报道刊发以来,引起了社会各界及全国数十家媒体的热切关注。垄断行业高收入、高福利是否合理合法是这次争论的焦点所在。垄断行业作为事关我国国计民生、与人民生活息息相关的重要产业,在现阶段应如何看待其存在的高收入与高福利问题?在现有体制下,这种现象又该如何解决?为此,本刊特约一直关注该问题的专家——国家发改委经济研究所与消费室陈新年主任撰文给出了一些可操作性建议。
