精神品质只有解放思想,开拓创新,人事工作才会有生机活力,才能有显著成效,人事部门才会有地位、有威望。因此开拓创新精神是新时期人事干部的必备素质。知识经济时代,人事工作重点的转移--人才资源开发要求人事部门弱化管理职能,突出服务开发职能;要求人事干部淡化权力意识,强化服务意识。人事干部只有在服务上下功夫才能在市场经济中找到自己的位置。
Only by emancipating the mind, pioneering and innovating in the quality of the mind can personnel work have vitality, can there be any remarkable results, and the personnel department will have a place and a prestige. Therefore, pioneering and innovative spirit is an essential quality of personnel cadres in the new era. In the era of knowledge-based economy, the shift of personnel work focuses on the development of human resources: the personnel department should weaken the management function and highlight the service development function; and the personnel cadres should be required to downplay the awareness of power and strengthen the service awareness. Only when personnel cadres are dedicated to service can they find their place in the market economy.
