Advanced research requires modern scientific research facilities. With world-class scientific research facilities, world-class research achievements and scientific and technological personnel are possible. Advanced research facilities are also an important means of attracting and retaining excellent scientists and technicians. In 1946-2001, a total of 185 U.S. scientists won the Nobel Prize in Nature Science, more than half the world's 337 award-winners, which is of crucial importance to the advanced scientific research facilities in the United States. The Japanese government regards improving the infrastructure and conditions of science and technology as an important part of the “reform of science and technology system.” In the 2001 White Paper by the Japanese Government on Science and Technology, an important task of “reforming the scientific and technological system” is to plan and focus on improving research facilities and scientific research
