With the increase of high school enrollment rate, a large number of students in primary school junior secondary schools who have received “direct guidance” have entered high school to learn. The introduction of “through-grade guidance” system into high school has become a necessity. At the end of March this year, the Japanese Ministry of Education, Science, Technology, and Technology Experts Meeting discussed and formally submitted a report on the introduction of the “General Guidance” system in high schools in Japan starting from 2018. This means that the “General Guidance” system will break through the compulsory education phase and will extend to high school as part of Japan’s special support education.
