社会主义市场经济体制的建立和发展,企业经营机制的转换和改革的深化,许多企业实行了厂长、书记“一肩挑”的领导体制。实践证明,实行“一肩挑”以后,从根本上消除了书记与厂长的“两心”之争,克服了职责不清、推诿扯皮、争权争名、效率低下等不良影响,有利于企业理顺关系,有利于推动企业的文明和进步。但是,随之而来的一系列的问题也颇令人感到棘手。本文仅就“一肩挑”以后企业党组织的监督问题作些粗浅的思考。
