普遍发生于人们日常经济生活中的“兵变现象”的背后,有着其深刻的时代特征及一般规律。本篇着重揭示正在加速蔓延开来的中国国企“兵变”的这一鲜明个性。 众所周知,国企在经济中的地位,随着时代的变迁先后呈现出“清一色”、“满江红”、“有所为,有所不为”等壮观景象。而穿插于这组景观下的就有年年岁岁、大大小小的“兵变”序曲和花絮。在过去的岁月,“兵变”偶有发生;在近年的计划向经济转轨时代,“兵变”发生的规模及程度明显有过之而无不及。 然而,种种迹象表明,从 2001年开始的、将在国企中频频发生的人事权力“兵变”,将使国企面临另一种“生死抉择”。“十五”期间,国企将度过产权伤筋动骨的“动荡”岁月、“多事”之秋! 那么,是什么因素导致国企“兵变”呢?
Behind the “mutiny phenomenon” that commonly occurs in people's daily economic life has its profound characteristics of the times and its general laws. This article focuses on revealing this distinct character of the “mutiny” of Chinese state-owned enterprises, which is accelerating and spreading away. As we all know, the status of state-owned enterprises in the economy has shown spectacular images of “being all-encompassing”, “invincible” and “doing something for as long as possible” with the changes of the times. And interspersed in this set of landscape there are years old, large and small, “mutiny” prelude and trivia. In the past years, “mutiny” has taken place occasionally. As the scale and extent of “mutiny” have obviously gone far beyond the planned transition to an economy in recent years, However, there are indications that state-owned enterprises will face another “choice of life and death” from 2001 onwards, which will “mutinict” the personnel power that will frequently occur in state-owned enterprises. During the “Tenth Five-year Plan” period, state-owned enterprises will spend the “turbulent” years of property slackening and the “eventful” autumn! So, what factors led to state-owned enterprises “mutiny”?
