正式制度与非正式制度是公职人员利益冲突制度治理体系两个不可分割的重要组成部分,二者之间相互补充、相互支持,正式制度的出台实施,必须得到观念接受、文化认可、习惯遵循等非正式制度的耦合支持,非正式制度的作用发挥也要以正式制度的刚性支撑为保障。由此,必须基于正式制度与非正式制度的协同视域,大力推进民主政治体制改革,健全相关法律法规并监督和促进其实施与执行,积淀廉政文化、廉洁观念和守法习惯等非正式制度因子;还必须推进道德立法、情理入法及良好风尚等非正式制度的法制化进程;通过二者内容上的相互渗透,功能上的相互支持,以及变迁上的均衡发展与协调变迁,凝聚成互动协同推进利益冲突治理进程的制度约束合力,全面提升公职人员利益冲突治理能力和效益。
