为了实现党中央、国务院确定的在本世纪内基本解决民办教师问题的目标,进一步加强农村中小学教师队伍建设,促进普及九年义务教育任务的完成,省人民政府决定,从1995年起,在调整中小学校布局的同时,按照“转一批、招一批、辞一批、退一批”的办法切实把民办教师问题解决好。1995年继续从优秀民办教师中选招公办教师,选招指标为15000名。今年从优秀民办教师中选招公办教师的政策、办法。仍按国家计委、人事部、国家教委《关于从优秀民办教师中选招公办教师问题的通知》(计社会[1991]1354号)和国家教委、国家计委、人事部、财政部《关于进一步改善和加强民办教师工作若干问题的意见》(教人[1992]41号)执行,具体意见如下:
