最近,国家教委发出《关于做好1992年中小学教师<专业合格证书>文化专业知识考试工作的通知》。《通知》指出,由于各级教育行政部门的高度重视、精心组织和广大教师的支持,中小学教师考核合格证书制度的实施基本上是成功的,达到了预期的目的。但是,各地中小学教师《专业合格证书》文化专业知识考试工作发展不平衡,有些地方需再考的人数已经很少,有些地方却还很多。针对专业合格证书考试工作出现的新情况,各级教育行政部门要继续做好1992年和以后的中小学教师《专业合格证书》文化专业知识的考试工作。一、从1992年起将中学教师《专业合格证书》文化专业知识考试命题权下放到省(自治区、直辖市)。其命题工作由各省(自治区、直辖市)教育行政部门负责,不得再下放给地、市、县和办学单位。小学和幼儿园教师《专业合格证书》文化专业知识考试仍按原规定办法执行。各省(自治区、直辖市)教育行政部门要继续按照国家教委的有关规定,认真做好命题和考务工作。二、每年中小学教师《专业合格证书》文化专业知识考试时间和开考科目,由各省(自治区、直辖
