天津市东丽区现有5家企业建立了院士专家工作站,占天津市总数近五分之一,位居15个区县(不包括滨海新区)第一;18名院士在东丽区服务;院士与企业合作开展航空航天、装备制造、生物医药等15个科研项目……东丽区作为一个区县,竞争优势不明显,且全职引进并长期聘用难度大、耗资高。面对区内企业转型发展急需高端人才的现状,东丽区积极引导企业树立“不求所有,但求所用”理念,柔性引进院士专家,开展科研技术合作。
At present, five enterprises in Dongli District of Tianjin have established academician expert workstations, accounting for nearly one-fifth of Tianjin's total number and occupying the first place in 15 districts and counties (excluding Binhai New Area); 18 academicians serve in Dongli District; Academicians cooperate with enterprises in carrying out 15 scientific research projects such as aerospace, equipment manufacturing and biomedicine. As a district and county, Dongli District has not obvious competitive advantages. It is difficult and costly to employ full-time employment and long-term employment. Facing the urgent need of high-end talents in the transformation and development of enterprises in the region, Dongli District actively guided enterprises to set up the philosophy of “not seeking all, but seeking”, and flexibly introduced academicians and experts in scientific research and technical cooperation.
