按照中国石油天然气集团公司的规划部署,到2015年前,把长庆油田建设成为“贡献突出、技术领先、管理现代、绿色和谐、持续发展”的“西部大庆”。自2008年以来,长庆油田进入飞速发展的建设节奏中。40天建成一座集气站,90天建成一座联合站,240天建成一座大型天然气处理厂。面对如此大规模的生产建设场面和飞速发展的建设节奏,如果仅仅依靠原有的物资采供管理体制机制及运行方式显然无法适应大油田建设与管理的需要。为此,长庆油田积极探索,全面推行标准化管理,最终形成了具有“长庆特色”的标准化物资采购管理模式。
According to the planning and deployment of China National Petroleum Corporation, by the year 2015, Changqing Oilfield will be built into the “Western Daqing” with “outstanding contribution, advanced technology, modern management, green harmony and sustainable development”. Since 2008, Changqing Oilfield has entered a construction rhythm of rapid development. 40 days to build a gas station, 90 days to build a joint station, 240 days to build a large natural gas processing plant. In the face of such a large-scale production and construction scene and the rapid pace of construction, if we only rely on the existing mechanism and operation mode of materials supply and management system, it is obviously unable to meet the needs of the construction and management of large oil fields. To this end, Changqing Oilfield actively explore, the full implementation of standardized management, and ultimately formed with the “Changqing characteristics” of the standardized materials procurement management.
