在过去的十年中,美国陆军的弹道寻弹防御(BMD)——以下简称反导——计划力求在技术和经济上赶上战略弹道导弹系统。这方面已经取得了很大的进展。在六十年代以后,业已证明可以解决拦截战略弹道导弹的问题,反导研究和研制计划的重点转而去研究反导的经济性(与战略进攻相比)问题。为了对付大量的再入飞行器应该使用崭新的技术和系统设计,以便得到一种经济而可行的途径。按照战略分析的说法,力求获得有利的成本换算比(Cost-exchange ratio)——即防御的费用低于所要对付的进攻威胁的费用。
For the past decade, the United States Army’s Ballistic Missile Defense (BMD) - hereinafter referred to as ABM - seeks to technically and economically catch up with the strategic ballistic missile system. Much progress has been made in this regard. Since the 1960s, the issue of intercepting strategic ballistic missiles has proven to be solved. The focus of the ABM research and development plan has shifted to studying the issue of anti-missile economy (as compared with the strategic offensive). In order to deal with a large number of reentry vehicles should be used to design new technologies and systems in order to obtain an economical and feasible way. According to the strategic analysis, the aim is to achieve a favorable cost-exchange ratio - that is, the cost of defense is lower than the attack threat to be dealt with.
