目前中学语文教学“大面积”上的状况不能令人满意,原因是多方面的:师资水平,生源基础、教育思想、设备条件等等,都存在着问题。要在“大面积”上提高教学质量,需要作出多方面的努力,需要时间。但是,在这众多的原因当中,《教学大纲》缺乏权威性,缺乏约束力,它没有能够把教师的全部教学活动纳入到自己确定的“规范”中来,不能不说是一个重要原因。《教学大纲》是什么?《教学大纲》是对全部教学活动的指导思想,目的任务、教材教法的规定,它具有政府法规的性质。如果《教学大纲》规定的内容符合各学科的教学规律,又比较切合国情、切合实际,而所有学校的任课教师都能自觉地用《教学大纲》来规范自己的全部教学活动,那末,大面积提高教学质量就有了保证。从这个意义上说,努力制订出一个比较理想的《教学大纲》,并组织所有的教师来认真学习、自觉执行《教学大纲》,是大面积提高教学质量的当务之急。
