近年来,在全球经济发生深刻变革、两岸经济步入新的转型升级期形势下,两岸经济关系也在发生着一场重大变革。一方面,两岸经济关系基本实现了常态化、制度化、机制化,正逐步向自由化推进;另一方面,两岸经济发展差距缩小,两岸继续保持互补互利总体格局的同时,部分产业发展出现一定的趋同性、竞争性。于是,近年来台湾岛内关于推动两岸产业分工,避免重复投资与恶性竞争的呼声日益增大,在两岸产业合作中推动产业的合理分工布局问题逐步提上两岸议事日程。但两岸产业合作的合理分工布局的概念与内涵为何,目前两岸及各界对其认知并不尽一致,本文试就此进行探讨。
In recent years, with the profound changes in the global economy and the cross-Strait economy entering a new stage of transformation and upgrading, there has also been a major change in the economic relations between the two sides of the Taiwan Strait. On the one hand, the cross-Strait economic relations have basically achieved a normalization, institutionalization and institutionalization and are gradually advancing toward liberalization. On the other hand, as the cross-Strait economic development gap narrows and both sides continue to maintain the overall pattern of mutual-benefit and mutually beneficial development, certain industrial developments have taken place Convergence, competitiveness. Therefore, in recent years, the voice of Taiwan on promoting cross-Strait industrial division of labor and avoiding double investment and vicious competition has been increasing. The issue of promoting a rational distribution of industries in cross-Strait industrial cooperation has been gradually put on the agenda of both sides of the Strait. However, the concept and connotation of the rational division of labor across the Strait’s industrial cooperation are not entirely consistent with the current understanding across the Taiwan Strait and from all walks of life. This paper discusses this issue.
