国家计委、国家科委下达编制中国科技发展“九五”计划和2010年长期规划要点：（1）战略目标；到本世纪末，科技对经济增长的贡献应达50％左右；高技术产品出口额占外贸出D总额的份额从原定的8％修改为10％以上；建议增加高技术产业产值指标，确定为占国内生产总值的10～15％。
