近几年,随着兵团农牧团场产业结构的调整、水土开发及种植规模的扩大,招用了大批新职工。因此,如何加强对新职工的思想道德建设,全面提高其整体素质,已成为保证兵团社会稳定和经济持续发展的重大课题和战略任务。一、现状与问题兵团的屯垦戍边事业正处在新老交替之中。目前,新职工在团场种植业中已占70%左右,成为农业生产的主力军。他们大多数来自贫困农村,勤劳、朴实、能吃苦耐劳。但他们普遍小农意识浓厚,文化程度低,组织纪律性差,法制观念和人口意识淡薄。他们的加入使团场原有职工队伍的素质明显下降。这是当前兵团职工队伍的现状,也是兵团思想政治工作的重点和难点。二、紧迫性及意义(一)加强新职工思想道德建设,全面提高其基本素质,是保持兵团职工队伍稳定的需要。内地民工来兵团的最初动因一般很简单:就是包地挣钱,期望致富。因此,他们挑选用工单位的余地很大,挣上钱就继续干,挣不上钱就走人。从而使职工队伍极不稳定,对农业生产发展和团场稳定产生了极大的影响。因此,加强新职工的思想道德建设,逐步培养他们热爱兵团,扎根农场,安居乐业,献身兵团事业的思想,使之成为稳定可靠的军垦接班人,是保持兵团整体稳定,保证兵团事业继往开来的当务之急。(二)加强新职工的思想道德建设,建设一支高素质的职工队伍,是完成兵团特殊历史使命的要求。改革
In recent years, with the adjustment of the industrial structure of the Corps agriculture and grazing field, the development of soil and water and the expansion of planting have recruited a large number of new workers. This is the status quo of the current Corps staff team, and it is also the focus and difficulty of the Corps’ ideological and political work. II. Urgency and Significance (I) Strengthening the ideological and moral construction of new workers and comprehensively improving their basic qualifications are the needs of maintaining the stable workforce of the Corps. The initial motivation of the migrant workers from the Mainland to come to Corps is generally very simple: to make money on the land and look forward to getting rich. Therefore, they have a lot of room to choose employment units, keep making the money and continue to do so. As a result, the workforce is extremely unstable and has a tremendous impact on the development of agricultural production and the stability of the playground. Therefore, strengthening the ideological and moral construction of the new workers and gradually cultivating their ideas of loving and cherishing the army, building a stable farm, living and working in peace and contentment in the corps and turning it into a stable and reliable successor to the army are the most urgent tasks in maintaining the overall stability of the corps and ensuring the cause of the corps to continue in the future. (II) Strengthening the ideological and ethical building of new workers and building a highly qualified workforce are the requirements for fulfilling the special historic mission of the Corps. reform
