近几年,随着兵团农牧团场产业结构的调整、水土开发及种植规模的扩大,招用了大批新职工。因此,如何加强对新职工的思想道德建设,全面提高其整体素质,已成为保证兵团社会稳定和经济持续发展的重大课题和战略任务。一、现状与问题兵团的屯垦戍边事业正处在新老交替之中。目前,新职工在团场种植业中已占70%左右,成为农业生产的主力军。他们大多数来自贫困农村,勤劳、朴实、能吃苦耐劳。但他们普遍小农意识浓厚,文化程度低,组织纪律性差,法制观念和人口意识淡薄。他们的加入使团场原有职工队伍的素质明显下降。这是当前兵团职工队伍的现状,也是兵团思想政治工作的重点和难点。二、紧迫性及意义(一)加强新职工思想道德建设,全面提高其基本素质,是保持兵团职工队伍稳定的需要。内地民工来兵团的最初动因一般很简单:就是包地挣钱,期望致富。因此,他们挑选用工单位的余地很大,挣上钱就继续干,挣不上钱就走人。从而使职工队伍极不稳定,对农业生产发展和团场稳定产生了极大的影响。因此,加强新职工的思想道德建设,逐步培养他们热爱兵团,扎根农场,安居乐业,献身兵团事业的思想,使之成为稳定可靠的军垦接班人,是保持兵团整体稳定,保证兵团事业继往开来的当务之急。(二)加强新职工的思想道德建设,建设一支高素质的职工队伍,是完成兵团特殊历史使命的要求。改革 In recent years, with the adjustment of the industrial structure of the Corps agriculture and grazing field, the development of soil and water and the expansion of planting have recruited a large number of new workers.
