The World Post Day of 1999 marked the 125th anniversary of the Universal Postal Union, and the Universal Postal Union ushered in her 125th anniversary. This is not only a celebration of the postal service of the UPU and its 189 Member States but also a good opportunity to sum up historical merit and prepare for the challenges of the new century. Once upon a time, sending and receiving letters was still only the privilege enjoyed by emperors
