国有企业经营者实行年薪制,是当前我国国有企业改革的必然选择,是建立现代企业制度必不可少的环节。年薪制的改革涉及干部人事制度、劳动工资制度、宏观经济调控等各个方面,对我国经济体制改革和国民经济发展具有积极的推动作用。当前,年薪制的做法还不够规范、不够完善,其普遍实行尚欠火候。在年薪制推广的问题上,政府宜取谨慎的态度。
The annual salary system adopted by state-owned enterprise managers is an inevitable choice for the reform of state-owned enterprises in China. It is an indispensable link in establishing a modern enterprise system. The annual salary reform involves various aspects such as the cadre personnel system, the labor wage system, and macroeconomic control, and has a positive role in promoting China’s economic restructuring and national economic development. At present, the practice of the annual salary system is still not standardized or well-developed, and its general implementation is still lagging behind. The government should adopt a cautious attitude on the issue of annual payroll promotion.
