面对美国和日本在先进技术领域内的挑战,法国总统密特朗提出了加强西欧技术合作的“尤里卡”计划。这项计划在六月底欧洲共同体首脑会上取得了与会各国的一致支持。七月中,在巴黎又举行欧洲十七国会议,讨论实施方案,宣告“尤里卡”计划诞生。笔者在这期间正在西欧访问。 六月二十四日,当我们新华社代表团到达伦敦的第二天,《金融时报》用八个整版的专页报道了欧洲电子工业的现状,全面介绍了半导体、通讯设备、电脑、消费电器用品等工业部门的生产、科研、人才、资金、市场、合作等方面的情况。报道明确指出:美国总统里根提出的耗资二百六十亿美元的战略防御倡议(即“星球大战”计划),有可能使美国在先进技术的一些关键领域内取得重大进展。如果欧洲不接受这个挑战,无疑将进一步扩大美欧之间的差距。

The report made it clear that the $ 26 billion strategic defense initiative proposed by President Ronald Reagan (the “Star Wars” plan) could make the United States make major strides in some key areas of advanced technology. If Europe does not accept this challenge, it will undoubtedly further widen the gap between the United States and Europe.
