一、建立科技进步统计指标体系的指导思想和原则 我国的科技统计工作应以马克思主义理论为指导,从我国社会主义有计划商品经济的实际出发,吸收国内外先进经验和方法,以建立起符合我国国情的、与国际上可比,并与社会、经济指标体系、特别是新国民经济核算体系协调配套的科技进步统计指标体系。从这一指导思想出发,我国科技进步统计指标体系的设计,应遵循以下基本原则: 1、科学性。科技进步统计指标体系需要在科技进步概念的界定下,系统、准确、全面地提出能够反映科技进步基本内容和规律,反映我国国民经济各行业科技发展水平、速度、

The index system for science and technology progress statistics needs to be systematically, accurately and comprehensively proposed under the definition of the concept of scientific and technological progress, and can reflect the basic contents and laws of scientific and technological progress, reflect the technological development level, speed,
