为提升绿色电力竞争力、引导电力用户参与绿色电力证书市场,以碳流追踪模型为基础,建立用户侧碳排放强度评级体系,并构建用户侧绿色电力证书分配模型,指导电网展开需求侧管理。利用碳流追踪模型评估用户侧碳排放强度,依据平均排放强度对用户进行排放强度评级;绿色电力证书分配模型根据用户排放分级状况,以全网用户排放强度差异最小为目标进行证书分配,可满足全网用户共同且有差别地承担减排责任的公平性准则。通过IEEE30节点算例模拟了某系统典型方式下的日运行状况,对算例节点进行了碳排放强度评级,基于碳流追踪的绿色电力证书分配模型,实现了系统绿色电力证书的完全有效分配,分配后的用户侧排放状况也达到了预期的目标。
In order to enhance the competitiveness of green power and guide the power users to participate in the market of green power certificates, a user-level carbon emission intensity rating system was established based on the carbon flow tracking model and a user-side green power certificate allocation model was constructed to guide the grid to start DSM. The carbon emission tracking model is used to evaluate the intensity of carbon emissions on the user side and the emission intensity is ranked according to the average emission intensity. The green electricity certificate allocation model is based on the user emission classification and distributes the certificate with the minimum emission intensity difference among users. The entire network of users to jointly and severally assume the responsibility of emission reduction fairness criteria. This paper simulates the daily operation of a system under typical system mode by IEEE30 node, evaluates the carbon emission intensity of the example nodes, allocates the green electricity certificate based on the carbon flow tracking, and achieves the complete and effective distribution of the green power certificate. The distribution of user-side emissions also achieved the desired goal.
